Is your project research?

Not all of the projects undertaken within the NHS are research. Under the Research Governance Framework, projects not classified as research are not managed as research within the NHS. 

Projects not managed as research:

  • do not require ethical review by a Research Ethics Committee
  • do not require approval from NHS R&D offices
  • may require some other form of approval from the organisation(s) undertaking or hosting the project depending on local arrangements.


If having considered the published guidance you are unsure whether your project should be classified as research, please seek advice from your R&D office in the first instance.

If after seeking R&D advice you require further advice from NRES, please email an A4 summary (one side only) outlining your proposal to the Chair of a REC or our Queries Line. For ease of reference please include your request in the covering email.

When submitting an enquiry, if you have received advice on the same or a similar matter from a different source (for example directly from a Research Ethics Committee (REC) or from an NHS R&D office), it would be helpful if you could share the initial query and response received if then seeking additional advice through the NRES Queries service.
 
If the project is audit, service evaluation or public health surveillance, or some other type of non-research activity such as case study, system / equipment testing or satisfaction survey, you should check with the clinical governance office for the NHS organisation what other review arrangements or sources of advice apply to the project.  For example, there may be standard guidelines on the conduct of clinical audit. The Caldicott Guardian will be a source of advice on the use of patient data.
